Enforcement is escalating: an animal control officer who confirms a noisy animal, or receives a signed complaint under penalty of perjury, issues a noisy animal warning notice to the responsible party (Section 10.07.06); the Director must attempt to contact the owner within five days and may void unfounded notices. If another complaint about the same location arrives within 12 months, the complaining party completes a declaration of complaint and petition for an administrative abatement hearing, which can result in binding abatement orders. The chapter exempts law enforcement dogs on duty and includes separate provisions for barn animals. Animal control services for Menifee are provided by Animal Friends of the Valleys.
Failure to comply with an administrative abatement order is a violation (Section 10.07.120), and the City may pursue administrative citations and penalties (Section 10.07.140) or civil action. Repeat substantiated complaints can lead to hearing-ordered abatement measures against the owner.
