Development Code Section 9.210.060(B)(8) exempts property maintenance, including the operation of lawnmowers and leaf blowers, from the citywide sound level standards provided the work occurs between 7:00 a.m. and 8:00 p.m. Outside that window the exemption disappears and the equipment must meet the nighttime stationary-source limits of Table 9.210.060-1 (45 dBA Leq exterior at the neighboring property), which gas-powered blowers cannot realistically satisfy. Related Section 9.210.060(F)(2) restricts power tools and equipment: they may not be audible inside another inhabited dwelling during the hours specified in Section 8.01.010, and at other times may not be audible more than 100 feet away. Menifee has no separate gas-blower prohibition; however, the statewide SORE regulation (13 CCR 2400 et seq.) has required new small off-road engines sold in California to be zero-emission since model year 2024, which affects new blower purchases but not existing equipment.
Operating loud maintenance equipment outside 7:00 a.m. to 8:00 p.m. forfeits the exemption and can be cited as a noise violation, enforced as a misdemeanor under Chapter 1.01 or by administrative citation under Chapter 1.03 of the Menifee Municipal Code.
