030 states plainly that it is unlawful for any person to own, harbor, or keep an unspayed or unaltered cat four months of age or older within the City. 040 makes cat licensing optional, available once an owner presents the Director with a veterinarian's rabies vaccination certificate and pays the Council-set fee, with the license valid for the certificate's stated period of immunity. 050's companion penalty framework only lets Animal Services issue a citation for an unaltered cat when the owner is concurrently cited for another violation, such as a cat at large, an unlicensed dog, tethering violations, or unsanitary conditions, and a confirmed violation then requires the owner to have the animal altered.

170: a sign stating a trap is in use must be posted where it is "clearly visible from 7% of the road serving the property," trapping cannot run more than ten days within any 30-day period, and a lactating female cat must be released immediately to protect nursing kittens. That trapping rule does not apply when the Director has determined in writing that the trap is being used for rabies control. 020(D)(2): within ten days of a transfer, the owner or custodian must notify Animal Services of the new owner's name and address, and the microchip number must appear on the transfer document.
