Quiet hours in Jurupa Valley, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
Jurupa Valley Municipal Code Chapter 11.05 enforces nighttime quiet hours from 10 p.m. to 7 a.m. with a 45 dBA Leq exterior limit at residential property lines (55 dBA daytime) per Section 11.05.040 Table 1.
Chapter 11.05 (Noise Regulations) was adopted by Ord. No. 2012-01 shortly after Jurupa Valley incorporated in 2011. Section 11.05.040 prohibits any person from creating sound, or allowing sound, on a property that causes the exterior sound level on any other occupied property to exceed Table 1 limits. For 'Light Density Residential (LDR)' General Plan land uses, the maximum is 55 dBA Leq from 7 a.m. to 10 p.m. and 45 dBA Leq from 10 p.m. to 7 a.m. For 'Retail Commercial (CR)' parcels the limits are 65 dBA day / 55 dBA night. The general standard applies to all sources, including the special sound sources listed in Section 11.05.060 (power tools, amplified sound, animals, etc.). Sound is measured A-weighted on the slow setting. Government facilities, public safety personnel, schools, agricultural operations on AG/A-1/A-D land, motor vehicles, HVAC equipment, alarms, and lawful firearm discharge are exempt under Section 11.05.020.
Violations of Chapter 11.05 are enforced by the City's Code Enforcement Division and the Riverside County Sheriff (which provides police services to Jurupa Valley). Citations are issued under the City's general administrative citation authority; under California Government Code §36900 and the City's adopted fine schedule, first violations are typically $100, second within 12 months $200, and third or subsequent $500, with each day a separate offense. Continued exceedances may also be abated as a public nuisance under JVMC Title 1.
