Vehicle exhaust and engine noise on public streets in Jurupa Valley is regulated almost entirely by California state law — not by Chapter 11.05. Cal. California Vehicle Code preempts local regulation of vehicle noise on public roads. The two governing statutes are: (1) Cal. Veh. Code §27150 — every motor vehicle subject to registration "shall at all times be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise," and "no muffler or exhaust system shall be equipped with a cutout, bypass, or similar device"; and (2) Cal. Veh. Code §27151 — it is illegal to modify the exhaust system of a motor vehicle "in a manner which will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle is not in compliance with the provisions of Section 27150 or exceeds the noise limits established for the type of vehicle in Article 2.5"; for vehicles under 6,000 pounds (excluding motorcycles), the SAE-test sound-level cap is 95 dBA. AB 1824 (2018) made these violations a fix-it ticket with a state-set fine and (since AB 2956, 2023) increased penalties for repeat violators. Speed-related exhaust noise (“sideshow”, racing on a public road) is also enforceable under Cal. Veh. Code §23109 (exhibition of speed). Off-highway-vehicle (OHV) noise is governed by Cal. Veh. Code §38365 (95 dBA for OHVs manufactured after 1998 / 101 dBA for older). The Riverside County Sheriff (Jurupa Valley police contract) and California Highway Patrol enforce all of these on public streets and highways. On private property, by contrast, vehicle activity is governed by JVMC §11.05.040 / §11.05.060: a trucking yard, transload site, or auto-repair business that idles trucks, runs refrigeration units, or revs engines after hours can be cited for exceeding Table 1 sound levels at the receiving property line and for special-sound-source violations. The City’s warehouse-industrial corridor along Mission Boulevard, Etiwanda Avenue, and the I-15 / SR-60 / Van Buren Boulevard interchanges sees frequent property-line truck-noise complaints. Truck idling more than 5 consecutive minutes is also limited by California Air Resources Board (CARB) Title 13 CCR §2485 (heavy-duty diesel idling restriction).
On public streets: Riverside County Sheriff and CHP enforce Veh. Code §§27150, 27151, 23109, and 38365 (fix-it tickets, fines, points). On private property: Jurupa Valley Code Enforcement enforces JVMC §§11.05.040 and 11.05.060 (notices of violation, administrative citations under Title 1 starting at $100 / $200 / $500). Idling violations (>5 minutes for heavy-duty diesel) are enforced by CARB under 13 CCR §2485 with fines up to $1,000 per violation. Repeat private-property truck-yard violations can lead to Conditional Use Permit revocation through the Planning Commission.
