Car sound systems audible inside any occupied home between 10 p.m. and 8 a.m., or beyond 100 feet at any time, violate Jurupa Valley law. Off-highway vehicles need mufflers and spark arresters and must not exceed 96 dBA.
Municipal Code section 11.05.060(1), enacted by Ordinance No. 2012-01, sets two vehicle-specific standards. Off-highway vehicles must carry a USDA-qualified spark arrester and a properly maintained muffler without cutouts or bypasses, and may not emit more than 96 dBA (vehicles built on or after January 1, 1986) or 101 dBA (older vehicles), measured 20 inches from the tailpipe under SAE Standard J-1287. Motor vehicle sound systems, whether installed or portable, may not be audible inside any inhabited dwelling from 10 p.m. to 8 a.m., nor audible more than 100 feet from the vehicle at any other time. Ordinary on-road vehicle noise is otherwise exempt from the chapter because the state Vehicle Code occupies that field.
Each special sound source violation is separately punishable, with administrative fines of $200, $500, $750, then $1,000 for repeat violations within 366 days, plus potential criminal prosecution under the code enforcement chapters.
