Menifee Municipal Code § 12.01.150 (Abandoned, Wrecked, Dismantled, or Inoperative Vehicles) makes it unlawful and an infraction for any person to abandon, store, or leave any licensed or unlicensed vehicle that is abandoned, wrecked, dismantled, or inoperative on any public or private property for more than 72 consecutive hours unless completely enclosed within a building and not visible from the street or other public or private property. The standard is independent of the 72-hour street-parking rule — even a vehicle on the owner's own driveway counts if it is inoperative. Cal. Vehicle Code § 22660 authorizes cities to adopt local abandoned-vehicle abatement ordinances and recover costs via lien. Vehicles abandoned on streets may be towed under Cal. Veh. Code § 22669 (no current registration / 72+ hours).
