Once a vehicle has been tagged for violation, simply rolling it forward a few car lengths does not reset the clock — it must be moved beyond 500 feet. California Vehicle Code § 22651(k) gives peace officers authority to tow vehicles parked for 72+ hours in violation of local ordinance. Non-motorized trailers may not be parked on public streets except for loading, unloading, or emergency repair (max 24 hours) per MMC § 12.20.150-60.
