Exceptions cover vehicles actively making pickups or deliveries, vehicles aiding performance of a service to property in the block where parked, school or passenger buses under Public Utilities Commission jurisdiction, vehicles owned by public entities or licensed contractors working on public property or utilities, and authorized emergency vehicles. Separately, Section 12.20.070 prohibits trucks or trailers used primarily for hauling manure, garbage, livestock, poultry, or other odorous products from parking within 200 feet of residentially zoned premises except in emergencies or while loading or unloading.
Violations are infractions punishable by a fine established by the California Vehicle Code, each day constituting a separate offense (MMC 12.20.190). The City Engineer posts notice signs at major entry points into the city (MMC 12.20.140(b)), and violating vehicles are subject to citation (MMC 12.20.180) and removal under CVC Sections 22650 and 22850 (MMC 12.20.040).
