020(B) defines the covered vehicle by its manufacturer's gross vehicle weight rating under Vehicle Code Section 390: 10,000 pounds or more. Nine numbered restrictions apply. Subsection (B)(1) bars such vehicles entirely from any highway, street, road, alley or private property within a residential district. Subsection (B)(2) extends the ban to any vacant lot or unimproved nonresidential property citywide. Subsections (B)(3) and (B)(6) add proximity buffers even on nonresidential land: no part of the vehicle may sit within 100 feet of a human dwelling, within 150 feet of a driveway opening, or within 15 feet of a property line, public sidewalk or roadway edge.

Subsection (B)(5) limits parking on commercially zoned property to the time reasonably needed to conduct business at that site, and (B)(8) bars parking on any street adjacent to a public facility such as a park, school or civic building. Subsection (B)(9) separately bans any unattached semi-trailer on a public street. Subsection (C) layers on a five-minute idling cap while a covered vehicle is adjacent to a developed residential area. 030 exempts vehicles actively making deliveries, performing a service on the block where parked, school/transit buses, government and utility vehicles, emergency vehicles, and trailers on lawfully zoned commercial or industrial storage sites. 050) direct staff to actively enforce these same subsections against trucks serving the city's large logistics buildings.
