270, no commercial or construction vehicle or towed commercial or construction equipment may be parked on private property or public rights-of-way unless the vehicle or equipment is screened from public view and adjacent properties. The section defines the covered category broadly: utility body trucks, farming and construction tractors, construction vehicles and towed equipment, semi-truck tractors, semi-truck trailers, dump trucks, step van delivery trucks, or any parts or apparatus of the above. 270 then lists five exemptions: pickup trucks, utility vans and similar utility vehicles that do not exceed 8 feet in height or 20 feet in combined total length; any vehicle actually being used in construction work on a permit-approved job site; vehicles in the process of making a pickup or delivery; government and utility emergency service vehicles; and vehicles parked on streets directly next to a hotel or motel while displaying a parking permit issued by that establishment and authorized by the police department.
