Temecula, CA Parking Rules: Loading Zones (2026)

Under Municipal Code Section 10.16.280, the city traffic engineer establishes loading zones and passenger loading zones at any place in a business district or in front of an entrance to a place of business, hall, or place of public assembly. Loading zones are marked with yellow paint on the top and face of the curb stenciled "LOADING ONLY" (Section 10.16.290), while passenger loading zones get white paint stenciled "PASSENGER LOADING ONLY" (Section 10.16.300). Section 10.16.310 sets the actual time limits: a vehicle may stop in a yellow zone only to load or unload materials, and only commercial vehicles qualify, for no more than twenty minutes.

That same yellow zone privilege covers commercial deliveries and pickup or delivery of express, parcel post, and U.S. mail, but not general parking. Passenger loading, including personal baggage, is capped at three minutes and applies to any vehicle, not just commercial ones. Section 10.16.320 makes it unlawful to stand or park in a yellow loading zone for any purpose other than loading or unloading within those time limits, and Section 10.16.330 does the same for white passenger zones. The general curb-marking rules in Section 10.16.250 also restrict yellow curbs to no stopping, standing, or parking between 7:00 a.m. and 6:00 p.m. for anything but that loading or unloading.

Enforcement falls to the Temecula Police Department, which cites or tows vehicles found parked past the marked time limit or using a loading zone for ordinary parking.
