Menifee Municipal Code Section 12.20.080 (Ord. No. 2009-51) delegates authority to the City Engineer to establish loading zones and passenger loading zones after an engineering study and field review, marked by signs and curb paint. Red curbs mean no stopping, standing, or parking at any time, except buses in marked bus zones and taxis in marked taxi zones. Yellow curbs prohibit stopping between 7:00 a.m. and 6:00 p.m. (except Sundays and holidays) other than for loading: passenger loading is limited to five minutes and material loading to twenty minutes. White curbs allow stopping only as necessary to load or unload passengers or to deposit or pick up mail at an adjacent mailbox. Green curbs allow parking for the time limit posted on signs or stenciled on the curb.
Parking contrary to curb markings or loading-zone signs is an infraction punishable by a fine established by the California Vehicle Code, each day a separate offense (MMC 12.20.190), and the vehicle may be cited (MMC 12.20.180) and removed under CVC Sections 22650 and 22850 (MMC 12.20.040).
