Murrieta, CA Parking Rules: Loading Zones (2026)

Section 10.32.200 gives Murrieta's city traffic engineer sole authority to designate loading zones and passenger loading zones and to post the signs or curb paint marking them. Yellow curb paint marks a combined loading zone: no vehicle may stop, stand, or park there for any purpose besides loading or unloading passengers or freight, passenger stops are capped at three minutes, and freight loading tops out at twenty minutes, with the restriction running at any time of any day. White curb paint marks a passenger-only loading zone with the same three-minute cap, except that a white zone in front of a hotel, residence, or mailbox is restricted around the clock rather than only during certain hours.

Section 10.32.210 clarifies how far that permission stretches: the three-minute allowance for loading or unloading passengers also covers personal baggage, but the clock never resets past three minutes total, and the city enforces the limit so it accommodates real loading and unloading without letting drivers abuse the privilege. Separately, Section 10.32.045, adopted in 2024, bars loading or unloading passengers from within the actual drive lanes of any roadway; vehicles may not stop in a roadway for that purpose at all. Together the two provisions push loading and drop-off traffic to a marked curb zone rather than a live travel lane, and only the city traffic engineer, not a business owner, can create a new yellow or white zone.
