Construction hours in Riverside, CA — sometimes called construction noise rules or contractor work-hour ordinances — set when contractors can run power tools, hammers, and heavy equipment.
Under RMC § 7.35.010(B)(5), construction, drilling, grading, repair and demolition work is prohibited between 7 p.m. and 7 a.m. on weekdays, between 5 p.m. and 8 a.m. on Saturdays, and at any time on Sundays or federal holidays.
RMC § 7.35.010(B)(5) directly limits the hours during which contractors may operate tools or equipment used in construction, drilling, repair, alteration, grading, or demolition work. Permitted windows are 7 a.m.-7 p.m. weekdays and 8 a.m.-5 p.m. Saturdays. All such activity is prohibited at any time on Sundays or federal holidays unless it is emergency work or covered by a variance issued under Chapter 7.40. The subsection expressly excludes domestic power tools, which are regulated separately under § 7.35.010(B)(6). 'Construction' is defined broadly at § 7.10.035 to include grading, building, fabricating, assembly, substantial repair, and similar action.
Violations carry the Title 7 fine schedule in § 7.15.010: $500 first offense, $750 second, $1,000 third or subsequent. Construction noise that exceeds the underlying land-use exterior limit (Table 7.25.010A) is independently actionable. Variances for after-hours work are obtained through the Zoning Administrator per § 7.40.010 and require an unreasonable-hardship showing.
