Riverside Municipal Code Title 7 (Noise Control) does not regulate operational aircraft noise. §7.35.020(C) (Exemptions) expressly states the chapter 'shall not apply to any other activity the noise level of which is regulated by state or federal law' — capturing FAA jurisdiction over aircraft in flight. The only aircraft provision is §7.35.010(B)(10), which prohibits 'repairing, rebuilding, modifying or testing any motor vehicle, motorboat or aircraft' in a manner that creates a noise disturbance across a residential property line or exceeds the underlying land use category limit, except for officially sanctioned events. Riverside Municipal Airport (a general aviation field handling ~100,000 annual operations per the General Plan Noise Element) is subject to FAA Part 150 and the California Airport Noise Standards (21 CCR §5000 et seq.), not RMC Title 7.
Aircraft-repair/testing violations are prosecuted under RMC §7.15.005(C) as either misdemeanor or infraction; each day is a separate offense. Operational aircraft-noise complaints should be directed to Riverside Municipal Airport administration or the FAA — the City Code Enforcement Division has no jurisdiction over in-flight noise.
