040(C)(3) sets a 65 CNEL exterior and 45 CNEL interior standard for residential uses, other sensitive land uses, and hotels or motels affected by either roadway or airport noise, using the Community Noise Equivalent Level metric that adds 5 decibels to evening hours and 10 decibels to nighttime hours before averaging. Subsection (a) requires a noise study, prepared by a registered noise engineer, before any master-planned road, roadway improvement, rail line, or residential or sensitive use adjacent to such infrastructure is built, with mitigation such as walls, berms, setbacks or landscaping designed to hold noise to the Table 2 ceilings.

Subsection (b) addresses the Corona Municipal Airport specifically: sensitive land uses, site-built homes and institutional uses are flatly prohibited within airport noise contours that exceed 65 dBA CNEL. Any subdivision located within two miles of the airport, or within the 65 dBA CNEL contour itself, must show and record an avigation easement benefiting the airport as a condition of subdivision approval. That easement exists specifically to put future buyers and occupants on notice of the easement itself and of the potential for aircraft overflights and associated noise, so a title report on an affected Corona parcel discloses it.

040(A)(1), maps the actual contour boundaries the ordinance relies on and governs all noise standards and policies citywide, so a parcel's exact contour status is confirmed against that map rather than the ordinance text alone.
