EMC Section 17-227(k) makes it unlawful to use any motorized landscape equipment, including power blowers and vacuums, that causes disturbing, excessive, or offensive noise. Landscape equipment noise is subject to the general residential limits of 50 dBA daytime and 45 dBA nighttime under Section 17-229, measured at 25 feet when in the public right-of-way. California AB 1346 (2021) banned the sale of new gas-powered small off-road engines including leaf blowers effective January 1, 2024. Existing gas-powered units may still be operated within Escondido's noise limits. Battery and electric blowers remain subject to decibel and time restrictions. Food truck sound signals cannot exceed 90 dBA at 50 feet, with emissions no more than once every 10 minutes per block, maximum 10 seconds per emission.
