Under CVMC section 19.68.050, the operation of any noise-creating blower, power fan, or internal combustion engine is prohibited unless the noise from the blower or fan is muffled and the engine is equipped with a muffler device sufficient to deaden the noise. This applies to all types of leaf blowers, including gas-powered models. Operation is prohibited during nighttime hours: 10 PM to 7 AM Monday through Friday, and 10 PM to 8 AM Saturday and Sunday. Unlike some California cities, Chula Vista has not enacted a ban on gas-powered leaf blowers. However, California Assembly Bill 1346 prohibits the sale of new gas-powered small off-road equipment (including leaf blowers) starting January 1, 2024, which will gradually phase out gas-powered models statewide. During operation, leaf blowers must not exceed the applicable zone noise limits at the receiving property line. Landscape maintenance companies must comply with these regulations when servicing residential properties.
Operating unmuffled blowers or operating during prohibited hours is subject to citation under the noise control ordinance. Fines follow CVMC general penalty provisions.
