ECMC Section 9.44 specifically lists leaf blowers among the equipment prohibited between 7 PM and 7 AM within residential zones or within 500 feet of one. The noise must not cause discomfort or annoyance to a reasonable person of normal sensitivities. California AB 1346 banned the sale of new gas-powered small off-road engines including leaf blowers effective January 1, 2024. Existing gas-powered units may still be used within the permitted hours. Battery and electric blowers remain subject to the same time restrictions. The hot, dry El Cajon Valley climate creates year-round landscaping maintenance needs.
