" That prohibition covers residential lots as a matter of course, since the section applies citywide to any fence, wall or hedge situated on a lot. 220, carves out narrow exceptions to the barbed, razor and concertina wire ban, but only outside ordinary residential use: the wire is allowed to enclose livestock on property zoned for it, at least six feet above the ground for security in the C-M and M industrial and commercial-manufacturing zones, on a residential lot that abuts a public alley directly across from a C-M or M zoned property, or around utility substations and public easements.

220(B) confines it to the C-M and M zones only, requires an administrative zoning permit with schematics and load calculations, bars it from installation on any property that touches or shares a line with a residential use or residential zoning district, and requires it to sit behind an approved six-foot perimeter wall or fence with a Knox Box and cutoff switch for emergency responders. 170(E)'s ban on barbed, razor, concertina and electrified wire is absolute.
