El Cajon regulates fence materials through ECMC Chapter 17.130. Barbed wire and razor wire are prohibited in residential zones. Chain-link fencing is permitted but must be maintained in good condition. Metal or nonmalleable wire mesh fencing up to six feet is allowed with specific standards.
The City of El Cajon regulates fence materials in the zoning ordinance Chapter 17.130 (General Development Standards). Barbed wire and razor wire are prohibited on residential properties. Chain-link fencing is permitted in side and rear yards but not typically in front yards where more aesthetically compatible materials are expected. Metal fencing or nonmalleable wire mesh fencing not more than six feet in height may be situated anywhere on a lot provided specific standards are met. Wood, masonry, vinyl, and wrought iron are commonly approved materials. All fences must be maintained in good condition. Dilapidated or hazardous fences may be cited by Code Compliance. Electrical security fences may be permitted in certain zones with standards that do not preclude required landscaping.
Prohibited fence materials (barbed/razor wire in residential) result in code enforcement notices requiring removal. Dilapidated fences may be cited as nuisances. Violations are subject to the city's general penalty provisions under ECMC 1.08.010.
