Vista Municipal Code Chapter 18 establishes fence material standards as part of its zoning and development regulations. In residential zones, front yard fences must use decorative materials such as wood, wrought iron, vinyl, masonry, or tubular steel. Chain-link fencing is prohibited in front and street-side yards of residential properties but permitted in rear and interior side yards. Barbed wire and razor wire are restricted to agricultural, industrial, and certain commercial zones where they must be mounted at least 6 feet above grade. Electrified fences require a permit and are limited to commercial and industrial properties. Fences constructed of temporary or scrap materials such as pallets, tarps, or corrugated metal are prohibited in all residential zones. HOA CC&Rs may impose additional material restrictions. Fences constructed with prohibited materials are subject to code enforcement action. Violations may result in a notice to comply, followed by administrative citations with fines if not corrected within the specified timeframe.
