Violations & Fines

Excessive vehicle noise in violation of 17.24.040(C)(6), (9) or (10) can be cited by any officer authorized to enforce the chapter; where amplifying components are permanently mounted, the vehicle itself may be impounded under 17.24.050(B). A second violation at the same location within 365 days exposes the responsible person to a $1,000 administrative fine under 17.24.060(A).

Frequently Asked Questions

Is a loud aftermarket exhaust illegal in Chula Vista?
CVMC 17.24.040(C)(6) requires every vehicle exhaust to run through a muffler or device that effectively prevents loud or explosive noise, so an exhaust modified to bypass that is a public nuisance under the code.
Can I get cited for revving my motorcycle at a stoplight?
Yes. CVMC 17.24.040(C)(9) specifically prohibits increasing engine RPMs while the transmission is in neutral or the clutch is engaged if it causes more noise than normal operation requires.
Is honking my horn at a slow driver a violation?
CVMC 17.24.040(C)(10) prohibits sounding a horn except as a danger warning and bars using a signaling device when traffic is held up, so honking out of frustration rather than for safety can be cited.
