Escondido treats motor-vehicle noise as three distinct problems under § 17-230. First, repairing, rebuilding, or road-testing any vehicle within the city in a way that produces disturbing, excessive, or offensive noise, as defined in § 17-227(k), is unlawful outright; this covers backyard mechanics and shops alike. § 4905, delegated to local agencies to enforce.
