Escondido, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 33-854(b) of the Escondido Municipal Code, within Article 44 (Home Occupations), lists uses the city has determined are not incidental and secondary to the use of the dwelling as a residence nor compatible with surrounding residential uses, and Veterinary clinics is prohibited use number 5 on that list, alongside Commercial kennels and on-site pet day care facilities at number 6, plus motor vehicle repair, medical or professional clinics, massage establishments and tattoo studios. That prohibition applies notwithstanding any other provision of the home-occupation article, so a resident cannot obtain a business license under Section 33-850 to run veterinary services from a house regardless of the floor-area or traffic limits that would otherwise govern a minor or major home occupation.

Because a veterinary practice cannot be a home occupation, it must instead operate on property zoned to permit it as a principal commercial use, where Section 33-765's off-street parking table treats kennels, veterinary hospitals and veterinary offices as a distinct commercial/industrial use category requiring one parking space for every 200 square feet of examining and operating area, plus one additional space for every 400 square feet of other floor area. Together the two sections confirm that veterinary hospitals and offices are commercial uses that must be sited and parked on properly zoned nonresidential property, not run out of a house.
