San Marcos, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

The Zoning Ordinance defines 'Animal Sales and Services' at SMMC §20.600.030 as a single commercial land-use category covering four sub-uses: Boarding/Kennels, Grooming, Veterinary Hospitals, and Retail Sales. A Veterinary Hospital is defined narrowly as 'an establishment providing medical and surgical treatment for small domestic animals'; the code does not carve out a separate zoning classification for animal hospitals, so a veterinary practice is regulated exactly like a boarding kennel or a retail pet store under the same table entry. Where a clinic can locate depends entirely on the zone-specific use table.

Table 20.220-2 (Commercial Zone Permitted Uses, Section 20.220.040) lists 'Animal Sales and Services' as 'P' (permitted, subject to the Chapter 20.500 application process) in the Commercial (C) Zone, and '- - -' (use not allowed) in the Neighborhood Commercial, Office Professional, and Senior Residential Zones. A vet clinic proposed in NC, OP, or SR must relocate to the C Zone or seek an unlisted-use determination from the Planning Director under Section 20.205.030.C. Outside the commercial zones, the standard changes. Table 20.210-2 (Agricultural Zone Permitted Uses) requires a Conditional Use Permit, reviewed under Chapter 20.520, in all three Agricultural Zones (A-1, A-2, A-3).

Table 20.230-2 (Industrial District Permitted Uses) requires a Director's Permit under Chapter 20.510 in the Light Industrial (L-I), Industrial (I), and Heavy Industrial (I-2) Zones, and disallows the use entirely in the Business Park (B-P) Zone. Every approval, whether a 'P,' DP, or CUP, is also conditioned on paying Public Facilities Fees and annexing into applicable Community Facilities Districts per the notes accompanying each use table.
