Escondido Municipal Code Section 18-108, part of Chapter 18's recreational areas article, starts from a default prohibition: no person may bring a dog or other domestic animal into a recreational area at all. The code carves out three exceptions: service animals accompanying a person with a disability under state and federal law, areas where posted signs specifically indicate dogs or other domestic animals are allowed subject to whatever conditions the signage states, and locations where the community services director has issued a permit. Even where dogs are allowed under one of those exceptions, subsection (b) imposes a restraint requirement: dogs must be on a leash, and any other domestic animal must be restrained to a similar degree, unless a sign is posted specifically designating that area as allowing off-leash animals.

This means the leash mandate is the default rule inside any dog-permitted park space, not an optional guideline, and it flips only where the city has posted an off-leash designation. The provision traces to Ordinance No. 2000-32, Section 1, adopted October 18, 2000, and has not been amended since. Enforcement sits with community services staff, park rangers, and police officers, who patrol recreational areas under the broader authority granted in this same article, including the power under Section 18-70 to eject violators who fail to leave when directed.
