City Code Sec. 14(a) makes it unlawful for any person owning or controlling a dog, licensed or unlicensed, or an exotic animal under Sec. 1, to let it run at large on any public or private street, alley, park, square, place, or vacant or unenclosed lot within the city, other than property belonging to whoever has charge of the animal. Subsection (b) defines 'at large': a dog is considered at large unless it is securely restrained by a substantial leash not exceeding six feet in length and is in the charge and control of a person competent to keep it under effective control.
The prohibition does not apply to a dog under the supervision of a peace officer performing official duties, or to dogs under direct voice and visual control inside a fenced city dog exercise area designated by the city council, where separate posted rules require dog license and rabies vaccination under Sec. 17 and Sec. 26, feces cleanup under Sec. 2, and constant owner control since dogs cannot be left unattended. Sec. 1 separately bars restraining a dog on a leash, chain or rope so that it can block or interfere with use of a public sidewalk, street or alley. Dogs under four months old kept in enclosures and not allowed to run at large are exempt from the whole article under Sec. 13.

A dog found at large may be impounded under Sec. 4.9(a) if it has not returned home or its owner is not present; release requires payment of impound fees under Sec. 4.11 within 96 hours under Sec. 4.9.1, plus the license fee if the dog is unlicensed. Violating Sec. 4.14 is punishable under the Code's general penalty, Sec. 1.7: a misdemeanor carrying up to $1,000 in fines and up to six months in jail, or an infraction with escalating fines of $100, $200 and $500 for repeat violations within a year.
