ECMC parks regulations require all dogs in city parks to be on a leash at all times. The exception is the designated leash-free area at Wells Park, which provides off-leash recreation. San Diego County Code Section 62.669 also applies, requiring dogs to be on a leash of 6 feet or less on all public property. Dogs without leashes on public property are considered at large. Enforcement is handled by El Cajon Police and San Diego County Animal Services. Two adult dogs maximum per dwelling unit. The hot El Cajon climate means dogs are frequently outdoors, making leash compliance important for safety. Dog attacks and at-large incidents are taken seriously.
Leash violation: approximately $195 infraction. Dogs at large may be impounded. Off-leash outside Wells Park's designated area is a violation.
