SDMC Section 62.669 requires dogs to be under control at all times. Dogs must be on a leash of 6 feet or less on all public property. Off-leash dogs are considered 'at large' and subject to citation. Designated off-leash dog parks are available throughout the city.
Under SDMC 62.669, dog owners or custodians must prevent their dogs from being 'at large,' defined as being without a leash on public property. A leash means a rope or similar material 6 feet or less in length. Dogs must be on a leash at all times on public sidewalks, streets, parks, and beaches (except in designated off-leash areas). San Diego has multiple designated off-leash dog parks and dog beach areas (including Ocean Beach Dog Beach). Even in off-leash areas, dogs must remain under voice control and owners must carry a leash. All dogs over 4 months must be licensed with current rabies vaccination per SDMC 62.667. Aggressive or dangerous dogs may be subject to additional restrictions including muzzle requirements and special containment under SDMC provisions.
