Oceanside, CA Parking Rules: Driveway Rules (2026)

Section 3119.A states that driveways shall be paved and shall have widths and clearances prescribed by Section 3114, subject to the visibility requirements of Section 3115, so an unpaved dirt or gravel driveway in a residential district does not meet the standard. Section 1050(EE) backs that up on the parking side: vehicles cannot be parked in a required front yard area or project beyond the front building line of the principal structure, provided that such vehicles may be parked on an approved driveway. Anything parked in the front yard that is not on that approved, paved surface is out of compliance.

The ordinance does give neighborhoods a path to more paved front-yard parking. Owners of 51 percent or more of the land in a defined planning neighborhood or subdivision can file an Application for Exemption, with a supporting petition and proof of owner notification, to the Development Services Department. If approved, the added parking area must meet the Section 3119.A driveway design standards, but even then the total paved parking in the front yard setback, including the existing approved driveway, must not exceed one-third coverage of the front yard area. The exemption package also bars driving across sidewalks and forbids any additional driveway curb cuts, so expanded front-yard parking cannot come at the cost of a new curb break or a car crossing the sidewalk.
