Oceanside, CA Parking Rules: Loading Zones (2026)

Loading zones may be established anywhere in a business district or in front of any place of business, hall or public assembly hall, but the city cannot reserve more than one-half of the total curb length of any block for loading purposes (Sec. 1(b)). Loading zones for goods are marked with yellow paint on the top and side of the curb; passenger loading zones are marked white (Sec. 1(c)-(d)). Under Sec. 2, a vehicle stopped to load or unload materials in a yellow zone may not stay beyond the time actually needed and never more than 20 minutes; a vehicle loading or unloading passengers and their baggage may not stay beyond the time needed and never more than 5 minutes.

Sec. 3 makes it unlawful to stand in a yellow loading zone for any purpose other than loading or unloading within that 20-minute window, and Sec. 4 does the same for white passenger zones within the 5-minute window. Sec. 5 separately bars standing in any alley for any purpose other than loading or unloading persons or materials. These loading-zone rules sit in Article XI of the Traffic Code alongside the city's curb-color marking system and electric vehicle charging-space rules, all enforced the same way as other stopping and standing violations under the Traffic Code.
