Full Breakdown
32 lets the city traffic engineer designate and mark loading zones and passenger loading zones anywhere in a business district or in front of an entrance to a place of business or public assembly hall, but no more than half the total curb length in any block may be reserved for loading purposes. Loading zones are painted yellow on top of the curb; passenger loading zones are painted white. mail pickups, and caps the stop at 20 minutes. Passenger loading and unloading, including personal baggage, is capped at 3 minutes.
040 does the same for white passenger zones within the 3-minute limit. 050 applies the same 3-minute passenger and 20-minute materials limits to loading in alleys. 060 authorizes the traffic engineer to establish bus zones and taxicab stands, marked with red curb paint or signage. 070 creates special passenger loading zones up to 60 feet long outside churches, theaters, clubs or other assembly places, funded and signed by the requesting business, with a 3-minute stop limit. 080 sets a similar 3-minute rule for funeral zones around a funeral home or service site, extending 40 minutes before the funeral begins.
Violations & Fines
Stopping in a yellow loading zone for anything other than loading or unloading, or exceeding the 20-minute materials or 3-minute passenger limit, violates Section 10.32.030 or 10.32.040 and is enforceable under the general parking-violation provisions of Chapters 10.04 through 10.32, typically a citation and fine set by the city's parking penalty schedule. The same time limits and citation authority apply to alley loading under Section 10.32.050 and to bus zones, special passenger zones and funeral zones.
