Oceanside, CA Parking Rules: Preferential Parking Districts (2026)

The program runs on Vehicle Code Section 22507 authority. A permit parking area is created only after the city traffic engineer studies the parking intrusion and circulates a petition; under Sec. 3 the council will not approve a program unless at least 67 percent of households in the proposed area support it. Once approved by council resolution, restrictions can run up to 24 hours a day, and residents get a 30 day period to obtain their permits before regulatory signing goes up. Under Sec. 1, parking in a designated permit area without a valid preferential parking permit is unlawful.

Exemptions cover government vehicles bearing Vehicle Code Section 4155 plates, utility vehicles on service calls, commercial vehicles actively picking up or delivering goods, and vehicles carrying a Sec. 28 oversized-vehicle overnight permit. Permits are issued by the financial services department under Sec. 4, which requires proof of residency by current voter registration, vehicle registration to the address, a valid lease, or a utility bill showing service to the qualifying address. Permits run the calendar year, January 1 through December 31, are non-transferable, and are not prorated.

Each household may receive up to 20 free temporary guest permits per year, each good for a maximum of five days. No permit issues for a vehicle that cannot legally be parked on a city street or that is not registered to an address inside the permit area (guest permits excepted). The program does not apply in the Coastal Zone as defined in Article 3 of the Oceanside Zoning Ordinance.
