Height is generally measured from finished grade to the highest point of the roof. Properties within the California Coastal Zone may be subject to additional height limitations under the city's Local Coastal Program to protect coastal views and community character. The downtown area and specific plan areas may have different height limits. Accessory structures and detached ADUs are limited to 16 feet (or 18 feet within half a mile of a rail station). Chimneys, antennas, and other rooftop appurtenances may project above the height limit with restrictions. Height variances require Planning Commission approval and must demonstrate hardship.
