Chula Vista, CA Parking Rules: Preferential Parking Districts (2026)

CVMC Chapter 10.87 governs residential permit parking districts citywide. Formation starts with a petition to the City Manager describing the non-resident parking problem, signed by residents of at least 50 percent of the dwelling units in the proposed area (CVMC 10.87.030(A)). The City Manager must complete eligibility surveys within about 90 days of a qualified petition, hold a community meeting within 30 days after that, and bring the matter to the Safety Commission for a public hearing within 60 days of the community meeting (CVMC 10.87.030(B)-(D)).

The City Council then acts on the petition by resolution, setting the applicable regulations, hours, permit fee and any cap on permits per household (CVMC 10.87.050). Once established, the City Manager issues permits: up to three resident permits per dwelling unit (one per vehicle), one guest permit per dwelling unit, and up to four two-week temporary permits per 12-month period per dwelling unit (CVMC 10.87.080(B)). Permits run 12 months from issuance (CVMC 10.87.090) and are nontransferable. Exempt from restrictions without a permit: vehicles with disabled-person plates or placards, utility and government vehicles on business, emergency vehicles, active delivery/service vehicles, school pickup/drop-off vehicles, and vehicles at a City Manager-approved special event or block party (CVMC 10.87.130(B)-(G)). A permit never guarantees a reserved space (CVMC 10.87.080(C)).
