Sec. ' The rule targets straight-piped or defective mufflers and applies whether the engine is idling on private property or on the street, since it does not limit itself to public rights-of-way. Because Sec. 17(f) covers only stationary engines, moving-vehicle exhaust noise on public roads is typically handled under state Vehicle Code equipment standards enforced by the California Highway Patrol or Oceanside Police, while the municipal code reaches parked or idling vehicles and equipment such as generators and motorboats. Enforcement of both subsections runs through the city's general noise penalty, Sec. 7(a)(1).
