Montgomery County Bill 35-20 bans gas-powered leaf blowers countywide effective January 1, 2025, which applies within Gaithersburg. Only battery-electric and corded-electric leaf blowers are permitted. This is one of the most aggressive leaf blower regulations in the Mid-Atlantic region.
Montgomery County Bill 35-20, signed into law in 2021, phases out gas-powered leaf blowers throughout the county including Gaithersburg. As of January 1, 2025, no person may use a gas-powered leaf blower within the county. Only battery-electric and corded-electric blowers are permitted. The ban applies to both residential use and commercial landscaping operations. The county established a rebate program to help residents and landscapers transition to electric equipment. Commercial landscaping companies operating in Gaithersburg must comply regardless of where the company is based. Violations are enforced by Montgomery County Department of Environmental Protection. The law was driven by noise, air quality, and environmental health concerns β gas blowers emit as much pollution in one hour as driving a car 1,100 miles according to EPA data cited in the bill. Electric blowers must still comply with general noise ordinance decibel limits. Use during nighttime quiet hours remains prohibited regardless of power source.
First violation results in a written warning. Second violation carries a $100 fine. Third and subsequent violations carry fines up to $500 each.
