Section 14-11 takes effect the moment the city manager declares a snow emergency by press release, and stays in force until the city manager declares the emergency over; the same rules kick in automatically if the county declares its own snow emergency, unless the city manager states the emergency does not apply inside Gaithersburg. During a declared emergency, no vehicle may travel a designated snow emergency route without tire chains or snow tires on one wheel at each end of a driving axle, chains must carry at least eight cross-links per tire, and no vehicle may be parked and left unattended within the right-of-way of a snow emergency route or on any cul-de-sac.
