When a winter storm is predicted for Montgomery County, the City Manager, at his discretion, may, by public announcement invoke snow emergency parking restrictions for as long as may be necessary. Immediately upon such declaration, it shall be unlawful to park or leave any vehicle on the street if the resident has a driveway to park vehicles. If driveways will not hold all vehicles or if the residence does not have a driveway, then parking will be allowed only on the even numbered side of the street.
