Section 14-16 sets a flat 48-hour cap on continuous parking of any motor vehicle or other vehicle on any street, avenue, road, highway, public parking lot, or vacant lot in the city, with no exception for a resident parking in front of their own home rather than a driveway. The limit works alongside Section 14-17, which separately bans parking any trailer, camper trailer, boat trailer, or unregistered motor vehicle on public streets, roads, or highways at any time, and restricts unregistered vehicles or trailers on private property too, unless the property holds a valid use-and-occupancy permit for vehicle storage, such as a dealer lot, service station, or licensed towing operation.

Enforcement of both sections runs through Section 14-5: city police officers, and code enforcement officers the city manager designates with concurrent jurisdiction under Article II of Chapter 14, may attach a notice of violation to the vehicle, and the owner has 10 days to pay the penalty at the city clerk's office. Failure to pay within that window can trigger a hold on the vehicle's state registration renewal through the Motor Vehicle Administration. Where a vehicle sits unattended long enough to violate the 48-hour limit or otherwise impede traffic, Section 14-4 separately authorizes city police to impound and remove it outright and to bill the registered owner for towing, storage, and related costs.
