California Assembly Bill 1346 directed CARB to adopt regulations banning the sale of new gas-powered small off-road engines by January 1, 2024. This includes leaf blowers, lawn mowers, and similar equipment. Existing gas-powered leaf blowers already owned may still be used in Stockton, but new purchases must be zero-emission models. Stockton Municipal Code Section 8.20.030 additionally prohibits the operation of tools or equipment on private property between 10 PM and 7 AM if the sound creates a noise disturbance across a residential property line. Leaf blowers used during permitted daytime hours must not create unreasonable noise that disturbs the peace and quiet of any neighborhood. SJVAPCD air quality rules also encourage reduced emissions from landscaping equipment in the San Joaquin Valley.
Violation of SMC Chapter 8.20 noise provisions is a misdemeanor punishable by a fine up to $500 or imprisonment up to six months or both. Selling new gas-powered leaf blowers after January 2024 violates CARB regulations under AB 1346.
