SMC 8.20.030 prohibits loudspeakers and sound amplifiers on public streets, rights-of-way, or parks without a special event permit. Amplified music in residential areas must not disturb neighbors.
Under SMC Section 8.20.030, it is unlawful to operate any radio, phonograph, loudspeaker, sound amplifier, or similar device on public streets, rights-of-way, or parks for the purpose of attracting public attention without a special event permit. Operating any radio, television, musical instrument, stereo, or audio system whether inside a building or motor vehicle so as to cause unreasonable annoyance to others living nearby also violates the ordinance. Audio equipment on public streets at a volume or sound level endangering the safety of persons using public rights-of-way is separately prohibited. The Stockton General Plan Noise Element and Development Code Chapter 16.60 further establish noise compatibility standards based on land use, with residential areas subject to exterior noise thresholds consistent with state guidelines.
Violation of SMC Chapter 8.20 is a misdemeanor. Fines up to $500, imprisonment up to six months, or both. Repeated violations may result in nuisance abatement action by the City.
