Under SMC Chapter 16.48, chain-link fencing is not permitted in any residential zoning district or for residential uses in nonresidential zones. Acceptable fence materials in residential areas include wood, masonry block, brick, wrought iron, tubular steel, vinyl, and composite. Barbed wire and razor wire are prohibited in residential zones but may be allowed in industrial or agricultural districts with a permit. Electrified fences require approval and are generally limited to agricultural zoning. All fencing materials must be maintained in good condition; deteriorated or damaged fencing may be subject to code enforcement action under the property maintenance code. The finished side of the fence must face outward toward adjacent properties or public rights-of-way. Temporary construction fencing requires a permit and must be removed upon project completion. Disputes over fence materials, placement, or repair between neighbors are resolved under California Civil Code 841, the Good Neighbor Fence Act, which generally requires adjoining landowners to share costs equally for a reasonable boundary fence.
