Statewide, CARB's small off-road engine rule (AB 1346) ended new gas SORE sales for landscape equipment beginning in 2024, but using existing equipment remains legal in Redding subject to the time and decibel limits above. Commercial landscape crews working for residential customers should plan jobs inside the allowed windows; a single neighbor complaint plus a Code Enforcement decibel reading is enough to support a citation. City of Redding solid-waste collection is exempt under 18.40.100(H)(4), but private landscape contractors are not.
A violation is a public nuisance under RMC 18.40.100(A)(3), enforced through administrative citation under Chapter 1.13. Code Enforcement (530-245-7110) handles complaints from neighbors. Commercial landscape contractors working during prohibited hours can also face business-license consequences.
