Redding prohibits parking of recreational vehicles, motorhomes, camping trailers, toy haulers, boats, and trailers anywhere in the front yard setback of a residence β including the driveway in front of a front-facing garage β under the Redding Municipal Code Title 18 Zoning Ordinance. Living in an RV on private property, running a generator, and connecting electric, water, or sewer hookups outside an approved RV park are also prohibited. The Development Services Director may grant a zoning exception under RMC Chapter 18.15 to allow one RV in the front or street side-yard setback.
Redding's RV parking rules sit at the intersection of state vehicle law and local zoning. (1) On the street: California Vehicle Code Β§22651(k) authorizes any peace officer to remove a vehicle (including motorhomes, travel trailers, boat trailers, and utility trailers) parked on a public street for 72 or more consecutive hours, and Redding Police Department enforces the 72-hour rule under Redding Municipal Code Chapter 11.24 (Stopping, Standing and Parking) using the standard chalk-mark process documented in RPD Policy 507. (2) On private residential property: under the Redding Zoning Ordinance (Title 18, particularly Chapter 18.31 Residential Districts: RE, RS, RM), recreational vehicles β motorhomes, fifth-wheels, camping trailers, toy haulers, boats and boat trailers, hauling trailers β may not be parked anywhere within the front yard setback area of the property, including the driveway in front of a front-loading garage. No person may sleep or otherwise live in the RV on a residential lot. Running a generator and connecting electricity, water, and sewer hookups for an RV are prohibited anywhere in the City except inside an approved RV park. (3) Zoning exception: RMC Chapter 18.15 authorizes the Development Services Director to grant a zoning exception in the RE (Residential Estate) and RS (Residential Single-Family) districts to allow not more than one recreational vehicle in the front or street side-yard setback area; all owners of property sharing a common street frontage within 300 feet are notified before the Director's determination. The City publishes the Zoning Exceptions RV Storage application package through Development Services at 777 Cypress Avenue.
On-street parking of an RV, boat, or trailer beyond 72 consecutive hours is subject to citation and tow under California Vehicle Code Β§22651(k) and Redding Municipal Code Chapter 11.24. RV, boat, or trailer storage in a front yard setback or in the driveway in front of a front-facing garage without an approved Chapter 18.15 zoning exception is a Title 18 zoning violation enforceable by Redding Code Enforcement (777 Cypress Avenue) with notices of violation, administrative citations, and continuing daily fines until corrected. Sleeping or living in an RV on private residential property, or operating a generator or hookups outside an RV park, are independent violations of the Redding Zoning Ordinance.
