Shasta County zoning Code Section 17.86.120 requires qualifying commercial, industrial, and institutional buildings to provide off-street loading space and sets dimension and setback standards. Loading in unincorporated Shasta County is governed mainly by the zoning code's off-street loading rules rather than by on-street loading zones. Under Code Section 17.86.120, no building of 10,000 square feet or more occupied by a hospital, institution, hotel, commercial, or industrial use may be built, structurally altered, or changed in use unless it provides at least one off-street loading space, plus one additional loading space for each additional 20,000 square feet of floor area. Each off-street loading space must be at least 12 feet wide and 30 feet long (exclusive of driveways and maneuvering areas) and, if covered, at least 15 feet high. A loading space not adjoining a street or alley must have at least a 20-foot-wide access, must be improved to the same standard as parking areas, and may not be closer than 50 feet to any lot in a residential district unless wholly within a building or enclosed on three sides by a wall at least eight feet high. On public county roads, loading at the curb is identified by curb color under California Vehicle Code Section 21458: a yellow curb means stopping only to load or unload freight or passengers, and a white curb means stopping only to load or unload passengers or deposit mail. Those markings are enforceable where painted.
Failing to provide required off-street loading, undersizing a loading space, or siting a loading space within 50 feet of a residential lot without the required eight-foot screening violates Code Section 17.86.120 and is enforced by Resource Management code enforcement, (530) 225-5761. Violating a yellow or white loading-curb marking on a county road is enforced under California Vehicle Code Section 21458 by the Sheriff or CHP.
