Summary
Redding Municipal Code Section 11.24.120 caps loading-zone stops at three minutes for passengers and twenty minutes for materials once the city council designates a zone by resolution. A vehicle that hasn't moved at least 150 feet after that time expires is still treated as parked in the zone.
A.The city council may, by resolution, designate any of the streets, or portions thereof as loading zones for such days and periods of time as deemed necessary. It is unlawful for the operator of a vehicle to stop his vehicle for a longer time than is necessary for the active loading or unloading of passengers or materials, which time shall not be more than three minutes for active loading or unloading passengers, and not more than twenty minutes for active loading or unloading materials. Loading zones shall be marked as required by California Vehicle Code section 21458.B.Any vehicle that has not moved a distance of at least one hundred fifty feet after the exceedance of the zone time limit shall be deemed to have remained stationary.

Full Breakdown
120(A) lets the city council designate any street or portion of a street as a loading zone by resolution, specifying the days and hours it applies, with zones marked as required by California Vehicle Code Section 21458. Once designated, a vehicle operator cannot stop longer than necessary for active loading or unloading, capped at three minutes for passengers and twenty minutes for materials. Subsection B closes the obvious workaround: a vehicle that has not moved a distance of at least one hundred fifty feet once the time limit expires is deemed to have remained stationary in the zone, so simply pulling forward a few feet does not restart the clock.
230 lets vehicles load or unload in city alleys for up to fifteen minutes without a permit, or longer with a temporary permit issued by the city clerk. 110.
Violations & Fines
Stopping longer than the three-minute passenger limit or twenty-minute materials limit in a designated loading zone, or failing to relocate at least 150 feet once that time expires, is an infraction under the code's general penalty in Section 1.12.020, carrying an escalating fine of up to $100 for a first offense, $200 for a second within a year, and up to $500 for a third or later offense.
