Ordinance No. 3894 amended TMC §46.6.1 to prohibit operation of power gardening equipment in residential areas except during specified hours. Powered gardening equipment may operate Monday through Friday (standard business hours) and Saturday from 9:00 AM to 5:00 PM. Operation is prohibited on Sundays and City Hall-observed holidays, with an exception from 10:00 AM to 4:00 PM for homeowners residing at the property. The Torrance City Council rejected a ban on gas-powered leaf blowers in 2021 and instead opted to restrict operating hours. The Environmental Quality Commission continues to evaluate additional regulation options.
