Under Torrance Municipal Code Section 61.6.4, it is illegal to leave a vehicle parked in excess of 72 hours on any public street. The vehicle must have been parked in one spot without moving for 72 consecutive hours to be in violation. This applies to all vehicles regardless of registration status. The Torrance Police Department Traffic Division handles abandoned vehicle enforcement. Vehicles reported as abandoned are marked with a notice providing 72 hours to move the vehicle. If the vehicle remains after the notice period, it is cited and towed at the owner's expense. Storage fees accrue daily at the tow yard. Inoperable, unregistered, or dismantled vehicles visible from public areas on private property may also be cited under the city's code enforcement provisions.
