RMC §9.50.050(D) restricts the use of gasoline or electric leaf blowers — by gardeners, contractors, or residents — to the hours of 7:00 a.m. to 8:00 p.m. in all zones. Rialto does not ban gas leaf blowers outright (unlike some coastal CA cities).
Rialto Municipal Code §9.50.050 lists ten categories of activities that are unlawful outside the window of 7:00 a.m.–8:00 p.m. in all zones, and subsection (D) names 'gasoline or electric powered leaf blowers, such as commonly used by gardeners and other persons for cleaning lawns, yards, driveways, gutters and other property.' The same 7 a.m.–8 p.m. envelope applies to domestic power tools (subsection C), powered model vehicles (A), commercial loading/unloading within 1,000 ft of a residence (B), and pneumatic hammers and similar devices (F). Rialto has NOT enacted a gas-powered leaf blower ban; California state law AB 1346 (Health & Safety Code §43018.11) phases out new small off-road engine sales as of January 1, 2024, but does not prohibit use of existing equipment. Construction-related blower use during permitted construction hours (§9.50.070) operates under the construction window, not the §9.50.050 window.
