Rialto restricts gasoline and electric leaf blowers to the hours of 7:00 a.m. to 8:00 p.m. in all zones under Municipal Code Section 9.50.050(D). The city does not ban gas-powered blowers outright or set decibel limits for them.
Section 9.50.050 of the Rialto Municipal Code makes it unlawful to operate gasoline or electric powered leaf blowers, such as those commonly used by gardeners for cleaning lawns, yards, driveways, and gutters, other than between 7:00 a.m. and 8:00 p.m. The restriction applies in all zones, residential and commercial alike, and covers homeowners and professional landscapers equally. The same controlled-hours section covers other domestic power tools and garden machinery. Rialto's code contains no separate decibel cap or equipment ban for leaf blowers; outside the restricted hours, the general unreasonable-noise standard of Section 9.50.030(A)(7) still applies if blower use disturbs a reasonable person of normal sensitivity.
Operating a leaf blower before 7:00 a.m. or after 8:00 p.m. is an infraction under Section 9.50.110, punishable by escalating fines of $250 to $1,000 within a twelve-month period under Section 9.50.130.
