California Assembly Bill 1346, administered by the California Air Resources Board, prohibits the sale of new gas-powered small off-road engines (SORE) including leaf blowers as of January 1, 2024, which will gradually retire gas blowers statewide, but existing equipment remains legal to operate. Commercial landscapers must hold a city business license, and violations of hours or decibel limits can be cited administratively through Code Enforcement.
